ELIZABETH "LIBBY" SPEARS
66, of New Carlisle, Ohio passed away Saturday, May 28, 2016. She was born April 8, 1950 in Richmond, Kentucky the daughter of the late James Tompkins & Lillian Waller. She retired from the City of New Carlisle as the Tax Administrator. She is survived by a daughter, Robbin Medley; a son, Jon Spears; grandson, Drew Medley; two sisters, Sharon High & Jan Tompkins; a brother, James "Jeep" Tompkins; nieces, nephews, other relatives and friends. A gathering of family and friends will be 5-7 PM Thursday, June 2, 2016 at the TROSTEL, CHAPMAN, DUNBAR & FRALEY FUNERAL HOME, New Carlisle, Ohio.
